| As a kind of non-renewable resources, land resources are playing a foundational role in the national economic and social sustainable development, so it is putted in a very important position. According to our country’s law, all land and resources shall be owned by the state, which has the irrefutable ownership to the national land and resources. As the foundation of our country territory resource management department, country-level land department shall exercise ownership of the land and resource management on behalf of the State. However, it is the very important problem need to be resolved immediately for county-level land department that how to scientifically and effectively carry out the evaluation, plan, manage, protect, and reasonably utilize the land resources. The slogan of "gold soil engineering" and "digital homeland", which had been put forward by our land and resources ministry show the way for county-level land department to manage the resources of our country.According to the Tong Guan practices of land and resources information management system, this article deeply discusses the information management system of the county-level land and resources as follows:firstly, through the domestic and overseas land and resources information analysis, we understand its development, and what the general technology they have adopted, establishing the research objective and research content of this article; Secondly, according to actual situation of Tong Guan land and resource management, we can know the organization constitution and main business of county-level land and resource department; Though the analysis of information management’s business and data characteristics and the business procedure for examining and approving, we can obtain the overall functional demand for county-level land and resource information management system. Thirdly, on the basis of the function demand analysis, we can establish the system design goal, put forward the system design principles and explicit problems need to be resolved in the system design process, then, we can confirm the total architecture for land and resource information management system. Fourthly, in view of the land and resource management business’s contents and characteristic, we carry out the database design for information management system and application system design. Hereinto, we analyze the database’s total constitution for country-level land and resource departments and the typical database table’s contents and structure. My article adopts the system architecture, which chooses B/S structure as the primary and C/S structure as the ancillary, to design the information management system, especially design system function for ore information management business. Fifthly, we construct the system development and operation platform, and carry out the system function development and tests.This article’s research is a beneficial attempt to country-level land and resource management; I hope that my article will provide reference for country-level land and resource management system construction. |
