The geographical information system of the WWW (WebGIS) was born from the combine of the GIS technique and the Internet. With the development of the Internet, the application of WebGIS is becoming a kind of popular tool, and has been applied in various fields of society.SVG(Scalable Vector Graphics) based on XML, is the Web vector graphic solution of W3C recommendation. SVG has such advantages as full openness, two-dimensional vector, strong extendibility, high graphic performance. As a result of more research on SVG by many well-known software manufacturers, Web graphics application program based on SVG has popped up in the market, application range has expanded from formerly single field of GIS to all as well.This paper analysis present research situation and development of WebGIS, systematically introduces the concept and application technology of SVG, designs a WebGIS system of digital campus in three-layer architecture based on SVG by analyzing users’ requirement. The system supports interaction of the customer end and service end, integrative management of geographic information data; meanwhile, it provides a kind of high efficient and convenient method for resource utilization and unified management of digital campus. The research shows that the system can fully meet the demand of enterprises to publish the personalized map service only needs ordinary browsers, with the advantage of low cost, high expansibility and compatibility.
