With the rapid development of fisheries in South China Sea, the needs for mobile communication on the sea can’t be satisfied in the existing VHF communication system and satellite communication system. The specific features of the Wireless Mesh network are multi-hop transmission and flexible network connection and the VoIP has the excellent communication performance but low tariff, Considering all the advantages, The paper has built a marine VoIP communication system based on WMN for the complex and volatile marine environment, which can also help to improve the existing Nansha Monitoring conductor management system and Beidou Satellite Navigation system for the fishery security. Based on the system, we can reasonable reduce the network maintenance cost and the communication tariff with the quality of voice communication well, and at the same time, various value-added services can be extended.The paper firstly introduces many aspects including the basic definitions, the system structure, the system performance and the process of Wireless Mesh network, VoIP, SIP protocol and Asterisk system. Then, we can form a stable Wireless Mesh Network by laid out some Wireless Mesh routers according some rules, finally, the WMN-based VoIP communication system is built just after the soft phones and smart phones are registered in the high-performance SIP server based on Asterisk.Employing IxChariot, the application layer performance test software, we can test the system performance under the following four conditions separately:the shore linear topology, shore mesh topology, and AP away from shore mesh topology and sea linear single hop. Through the tests, we can analyze the the throughput, delay, lost package rate, jitter and the MOS value of the four conditions. Meanwhile, we have applied the six common voice compression coding algorithms, G711u, G711a, G723.1-ACELP, G.723.1-MPMLQ, G.726and G.729into the VoIP communication system.
