The Analysis And Design Of The Comprehensive Budget Management Information System For Enterprise

As an effective management method, comprehensive budget management concentrates plan, control, coordination, incentive, and other functions. In the early 20th century it appeared in the United States companies, then it has been widely used in western countries, and become the standard enterprise management process soon. Since in the early 20th century, Comprehensive Budget Management, as an effective Business Management methd, which is a set plan, control, coordination, incentive, other functions in one, has been widely used in western countries and become the Businss Management SOP (Standard Operation Process) in the short time. As, Along with the introduction of western management accounting theory in the late 1970 s and early’80 s, comprehensive budget management theory and method began to be spread and applied in China’s enterprises, and in the 90 s, it was gradually accepted by the domestic large and medium-sized enterprises under the push of the former state economic and trade commission and the ministry of finance. With the introduction of Western Management Accounting Theory in late 1970s and early 1980s, Comprehensive Budget Management got a promotion and application in China. Under the promotion from former State Economic & Trad Commission and The Ministry Of Finance, Comprehensive Budget Management has been gradually accepted by larger and miduem enterprise in china in middle and later periodes of 1990s.Since domestic enterprise comprehensive budget management lack effective information support, most enterprises are still in use of Excel to budget and control,which cost a lot of time and manpower. Lacking of the effective information support of Comprehensive Budget Management in domestic enterprises, cause most enterprises still working with EXCEL for compiling and controlling budget manually, which waste a lot of time and manpower. Due to the complexity of comprehensive budget management program, which involves complicated business date, many enterprises are often in a tedious calculation and statistics in the budget process, but the effect is not ideal. Due to complexity of Comprehensive Budget Management Program, which involves complicated business data, most enterprises often full into complex calculation and statistics during budget implement.However, the result is not so good.Based on the existing domestic enterprise budget management level and status, this paper designs and carry out a comprehensive budget management information system, through analyzing the actual requirement of enterprise budget management and business process with the thought of comprehensive budget management.At first, based on enterprise comprehensive budget management requirements and the status, this paper analyzed the functional and non-functional requirements of the system and described the system requirements by flow diagram and illustration.Sytem structure be designed based on demand analysis. System use B/S design pattern based on the JavaEE structure of MVC model. unified modeling language UML be used to analyze and model the system, which also show s the detailed design of system function modules and structure. Combining with the theory of relational database, some key database be designed after finshed the system structure and function design. system prototype design and some key codes be worte on the basis of the detailed design.Finally, the main technical problems and deficiencies which occurre in the process of system design and implementation has beed discussed, and suggestions has been come out for system improvement.
