Currently, the nation pays more attentions to build the city emergency response command system,. The connections between different equipments in the emergency response command communications has become more complicated and very severe. The vehicle-mounted emergency response communication dispatch and command system can ensure unified command and dispatch as well as simple and quick intercommunication of different communication systems, so it is necessary to improve the command and dispatch disposal speed and enhance response capability for emergent affairs.In order to ensure the effectiveness and reliability of command and dispatch, the accurate and real time detection, processing and control of the voice channels in various weird and wireless communication network interfaces under noise environment become the most important tasks for the vehicle-mounted communication command and dispatch system.The thesis firstly introduces the design of the vehicle-mounted communication command and dispatch system, then presents and analyzes existed various detection methods of speech endpoint, a multi-feature joint detection based speech endpoint calculation method including its realization is proposed this method has the features of flexible operation, simple circuits etc. and generally satisfies the engineering requirements and the research conclusion is get and the future development direction is given in the final part of the thesis.
