Involved in this paper, mobile smart phone card in the "all-in-one-card", is a dual interface smart CARDS(RFID card and SIM/UIM card) technology infiltrating into the field of mobile phone, a kind of new mobile phone SIM/UIM card. Smart phone card has not only ordinary SIM/UIM card mobile communication function, but can be communicated closely through the attach to the antenna on it with card reader as well, which can be extended to the atypicalfield, especially mobile phone payment at site and identification function, at the same timestudies can be done through the mobile phone card access control, attendance rate, consumption, and other functions.The access control management information system of this dissertation is an application subsystem which is based campus one-card platform. After research the using department and thoroughly understand of their specific needs the dissertation determines the development tools of the system. The development platform of system foreground use Microsoft Visual Studio.NET, select the JAVA as development language, background database is SQL SEVER2010enterprise edition. Data access operation mode adopts C/S and B/S structure, using the top design concept and the corresponding standards to the modular design system. The system is divided into seven modules which are controller management, card management, in and out authority management, door information management, swiping card management, query and system management modules. It covers all function user required. The dissertation completes database design. It analysis and design system E-R model and establish database table and structure according to E-R model. The dissertation completes is to design the system key, this paper expounds the principle and process of the key, by discrete algorithm, encryption algorithm and decryption algorithm for the design of the system respectively. The dissertation completes complementation of system. It expounds operation interface, codes and program flow. In the long run system has good compatibility and expansibility, thus more conducive to the future system upgrade, it reduce the maintenance costs of the system a certain extent.Based on the practical application cases, we have technologically studiedthe mobile phone "all-in-one-card"from the aspects of wireless network technology as well as key management technology, at the same time in this paper, stated that the mobile phone "all-in-one-card" is to mergethe RF-UIM card communicationaccount, the logistics account, and the payment account, finally to reach the aim of realizing digital campus and digital enterprisethrough a cell phone and a RFID card.
