TianBai Company pays attention to hum an resources m anagement, but the evaluation of the post competency assessment is lack, and the cost of evaluation is high. Therefore, the talen t assessment system for TianBai Company is researched and developed. So that the enterprise can understand corresponding personnel quality accurately, timely and conveniently, it is beneficial to the talent strategy adjustment, and can improve the human resources management and information level.In this thesis, the talent assessment system is implemented using the.net framework, ASP.NET technology and database technology. The whole design results are consistent with the characteristics of enterprise pe rsonnel evaluation management, and the system is implemented combining with the future demand for post competency model. Firstly, the talent evaluation technology and process of the TianBai company are researched, at the same time, the human resources departm ent and related to the high-level personnel are interviewed, the demand of the talent evaluation system is obtained. Then with the help of mature technology, the talent eval uation system is designed. Using three layer B/S architecture matures, the whole system architecture is get; at th e same time, the function design and database design are carried on using de mand results and database technology.Then according to th e system design result, the functions of talent assessment system are developed and im plemented with ASP.NET technology and.NET framework. Finally the function test to the system are carried on.The whole system has m any functions, including the competency assessment management, occupation potential m anagement, report management, my assessm ent,and other functions.Through the implementation of talent assessment system, the evaluation works are simpler, and measurement datas are more accurate, the measurement cost is reduced; At the same time, the results of the asse ssment can service for hum an resource management, and effectively increase the company human resources management level, and promote the sustainable development of the company.
