Since China’s economic development entered the new normal,the enterprises which only rely on external market-driven lost external support.Enterprises on the requirements of talent have also changed a lot,more and more enterprises regard the innovation of talent management as the grasp,improving the enterprises’ human resources strategy to achieve the strategic objectives of enterprises.The core middle-level are the key talents of enterprises,but unfortunately,such talents are in short supply.Because of this shortage of resources,many enterprises are difficult to adapt to the increasingly competitive times.At the same time,enterprises are headachy for the following things,such as the external excellent leaders can’t adapt the workplace,interpersonal relationships are not harmonious and the new leaders cannot quickly win the approval of subordinates.As a result,companies cannot supplement outstanding core mid-level talents only through external recruitment.As a unicorn enterprise,the Xinchao Media Company is facing great challenges in the process of rapid development of its business,such as talent supply and development.Firstly,this paper combs out the current situation and problems of the core middle-level talents of the Xinchao Media company,and analyzes the causes of the problem.Secondly,through the agile modeling method,I construct the competence model of the four core middle-level positions,they are respectively the area general manager of operation,the city general manager of operation,the area general manager of product and the city general manager of product,ensuring the talent standards.Thirdly,combined with the current situation of the Xinchao Media company,the overall idea of the construction of the core middle-level talent echelon is formulated and designed.In the meanwhile,I have studied the position succession plan,the internal talent inventory,the development of talent training,recruitment of external talents and the support construction through the information platform.Finally,combined with the current situation of the Xinchao Media company,I suggest that we should take some safeguards of the core talent echelon construction,including cost budgeting,organizational systems,corporate culture and information technology.The purpose of this paper is providing management reference for the talent strategy of the Xinchao Media company and hoping to offer decision-making programs in the supply chain through the construction of the core middle-level talent echelon,which the Xinchao Media company can realize the leading strategy of the talents.
