With the development of computer technology, information technology, personal computer and computer network has gradually integrated into people’s life, work and study. As the technology company of electric power system, electric design company started to adapt computer software early, but the application of the management information system has lagged behind other power enterprises. Sichuan Electric Power Design& Consulting Co., Ltd. recognizes the importance of information system of project management by general contracting during the reform, but the existing systems and the systems in the market can not meet the needs of the company, so the company decided to create abrand new electric power design project management information system based on the existing the management information system, which can obviously matches the current conditions for the company and the needs of company standardization construction.This paper described the development process of the system, first introduced the background and significance of system development, performed the system needs analysis, by studying the relevant theory selected the appropriate technology and make the overall design principles. According to the portal interface design, the main function design, database design and system implementation and testing, provided a comprehensive overview of the entire system.The system adopted B/S multi-layer architecture, implementation framework based on Microsoft.NET, in accordance with the "implementation of the presentation layer, business layer and data layer" three level model, makes use of flexible and extensible architecture. Using the development tools of Visual Studio.Net and C# language and SQL-Server as the database, the application of these techniques and tools can make the system software structure more reasonable, programming code simpler and convenient, code utilization rate improved, greatly raised the overall performance of the system.The system has been implemented in the relevant departments for popularization. With its good condition in running with high stability, the system improves the production design work efficiency, reduces the error rate and greatly improves the application level of company the management information system.
