At present, in the information construction of urban management law enforcement construction, every city has built the basic management platform, but with the development of cities, urban management pressure is more and more serious, the current urban management law enforcement department faces more pressure. Through in-depth study around the urban management enforcement system, working mechanism and characteristics of location,analysis and summary, give full consideration to the urban management law enforcement, based on a new generation of mobile communication technology, based on the "wireless city", building intelligent mobile enforcement embedded platform, to build new mode of wireless law enforcement, promote the urban management enforcement system reform and the urban management enforcement mechanism innovation, boost the urban management enforcement information work to a new level.Law enforcement of urban management system can help the staff of law enforcement department, accurate to investigate and punish the illegal cases as early as possible, According to the relevant laws, regulations, work reality and the standardized work flow, they manage the process of the law enforcement; The analysis and data statistics of law enforcement history data, can help managers know and hold the development trend of the illegal cases, location distribution, and make the law enforcement situation and facing problems scientifically. Also can help the leaders set policy, strengthen management and improve efficiency scientifically.At first, based on the analyses of enforcement management information situation around the city and the case of Dezhou city enforcement management system construction, this paper expounds the target of the construction of the system and the problems which need to solve, and introduces of how to get requirements process and the solution of the problem.Based on the demand analysis, we design the system of mobile enforcement and approval system. We put forward the design goal and design principle of system, and supplemented by architectural view specification, including the design of functional and non-functional design.Detailed design part mainly aims at the key module to design and provide some core code.Finally, we give some introduction for the promotion and running situation of mobile enforcement approval system, and put forward the problems and deficiency of the system.
