Under such a social trend, the Chinese government in order to keep pace with the social development, to meet the needs of the public,will also closely tied together the work of the government and Internet information technology.Analysis of government work, which involves the content is very rich, related to all aspects of social life, which accept complaints of consumers, protect the rights and interests of consumers is the main content of our government at the moment. In the modern social economic environment, the social public consumption is increasing, the prosperity of commodity economy,meet the needs of the public, but also to the public to bring some problems and difficulties. At present, in order to obtain higher economic benefits, some unscrupulous businessmen in the market wantonly selling counterfeiting, the rights and interests of consumers caused a serious threat. Many consumers want to use the power of government to maintain their own rights and interests. But from the government point of view, the government to provide consumers with a relatively simple way of complaints, telephone complaints are more common in life, a way of complaint. This complaint in the application process in the timeliness and convenience, there are a lot of problems, it is difficult to meet the needs of modern consumer complaints. At the same time, need to pay attention to is, the current our country in the complaint platform on the establishment of relatively dispersed, from cities to villages and towns, around a complaints mechanism, but these institutions between Unicom relatively few, most institutions to focus on the completion of its task, difficult to from a global perspective of complaints to resolve, is not conducive to the effective solution of the problem of consumer complaints, and is not conducive to the effective establishment of modern supervision mechanism, easy to bad business to create an opportunity, so that they can continue to deceive consumers.In view of this, this paper selects the Guizhou Province as the object of study, I hope through platform of Guizhou Province consumer complaints were re build, the introduction of modern information technology, use J2 EE development framework and UML language in Guizhou Province unified 12315 consumer complaints Internet platform design, for the vast number of consumers to provide new way of complaints, and strengthen the Guizhou Province all levels of the complaint mechanism between Unicom, increased efforts to crack down on market of bad business, through the application of the modern Internet platform, 123, 125 consumer complaints system, the development of information technology.
