The army’s existing conference form remains at the traditional audio conference level, this kind of conference form has some shortage, for example it needs a long preparation cycle, takes more energy for participants’attending, and the information’s propagation speed is quite slow. Taking diversified tasks makes the modern military must put forward higher requirements on the conference efficiency, the traditional conference form cannot satisfy the information’s spreading efficiency. Thus, developing a video conference system for the military, which saves more money and energy, becomes an urgent problem. To solve the above problems, on the basis of the military units’reality, this thesis has developed a video conference system which is practical and portable. In the system, a relatively less money is required to start the interaction, which makes a great convenience for military authorities.First ofall, in the thesis the basic principle of multimedia communication and the relevant background of video conference system will be introduced, and then the thesis describes the domestic and foreign present research situation of video conference system and the related technology about implementation. In the comparison of the software and hardware video conference system, with the analysis of C/S structure and B/S structure in the video conference, the thesis choose C/S architecture and Java media framework as the basic development platform. The thesis expounds the demand of the development of video conference system in the military authorities, we have made the overall design of the system, enriched the system implementation, developing each function module in detail step by step. At the same time the implementation codes of the key modules are introduced. The thesis also explains the key technical difficulties of video conference system, and the detailed solutions are given at the same time. In addition the paper design and implement the related subsystem of system, which will enhance the user experience.Finally, the thesis has tested the system’s working effect, the results show that under the condition of normal network, this video conference system can realize normal communication among several users, the audio and video’s connection effect is good, which can meet the military authorities’ need, basically satisfied the design requirements.
