| E-Government takes the first place in the application field of Information Highway strongly advocated by governments. That shows informatization has played an important role in social. The OA system is absolutely necessary in E-Government, and the development of which is increasingly proposed. As the information construction of government affairs constantly advances, governments and departments of all levels have fully realized it is important and urgent to accelerate governmental management informatization.It’s expected that the management informatization reform can involves aspects such as ideology, administration style and so on. The most effective way of reform is to construct governmental OA system, which helps governments to computerize and networks departments, promote efficiency of administration, service and management. In addition, it makes use of IT thinning organization to simplify office working. OA abandons the complex and inefficient manual office working but provides staffs a convenient way to share information and synergistically finish working quickly. With the polarization of OA system, government staffs and leaders can know, guide and supervise how work is going among departments through internet in time. Leaders can also direct departments faster and more conveniently. That will raise a reform based on office style and administrative notions. Researching and analysing the application of OA at home or abroads, this thesis aims to design an office system aims at HR and the need for bureau of social insurance.That system is J2EE-based, and use MySQ2 as database, Tomcat as server. The passage simply introduce the background of exploitation at first, then makes a demand analysis and general design for e-government system of human resources and social security,lastly takes a core module for example to make particular analysis and design. The exploitation has finished the original system that is effective after being used in practice by institutions. |
