An Analysis Of The Implement Process Of Government’s Consumer Electronics Subsidy Program Based On The Smith Model

Whether a public policy can bring anticipative effect lies in the process of executing in terms of policy itself, implement organizations, target groups and circumstances, which are interactional and interdependent and should pay the same attention to them. In the process of electronics subsidy program, although it obtained positive effect in policy implement and pay out much efforts in the effective administration process, it always have obvious shortages between the practice effect and anticipative effect because of one factor was paid much attention. It is a study worth exploring that how to take into account the factors including target groups, circumstances and implement organizations and other three aspects and assure the scientific quality at the same time to improve the policy implement through the interdependent factors.The thesis is based on the existent fruits of electronic subsidy program to use the investigation of literature and questionnaire and use Smith model as analyzed tool. It investigates the issues in the process of policy implement and seeks the problems and brings forward the strategies of improving electronic subsidy program. It tries to strength governmental performing function, improving environment of rural economy and consumption, transform the consumption concept and enlarge society coverage and quicken the construction of safe net, which can reform the implement effect of government’s consumer electronics subsidy program. Besides introduction, the thesis divides three parts:The first part introduces the policy of government’s consumer electronic subsidy program. First at all, it analyses the background of government’s consumer electronic subsidy program, and then sums the content from policy aims, implement time and the product types, at last expounds the meaning. The second part analyses the implement performance of electronic subsidy program. It hackles the issues of the process and finds out the problems and shortage that existed, and analyses the reasons. It analyses the problems by using the Smith model and defines the reasons to establish a better foundation for the electronic subsidy program.The third part discusses the strategies of improving the implement of electronics subsidy program. There are four aspects to solve the problems and shortages; perfecting policy and enhancing supervision; increasing policy publication; transforming the consumption concept of peasantry; quicken the construction of infrastructure and improving social security system for peasantry.
