Unlicensed operation supervision is not only the key factor to maintain the normal order ofmarket operation but also the requirement to safeguard the normal order of market operation.Although, AnXin County Bureau of industry and Commerce has long insisted "combineddredge, with sparse oriented","service supervision, service first" principles to strengthen thesupervision to the unlicensed operation, and has obtained the certain results, unlicensedbusiness behaviors can’t be banned totally,even the number is climbing, due to all kinds offactors,such as the diversity of industries, the increase in the number of foreign staffs,thecomplex employment structures,complex lisense-handled program,the insufficientcooperation between various functional departments,and the reduced cost of enteringmarket.At the same time, the phenomenon of extensive unlicensed supervision,little care andcaution in doing work is widespread. Different degrees of not enough unlicensed supervisionin depth, source monitoring not in place, uncontrolled management information,still existand seriously affect the normal market order. Therefore, to solve the existing problems in thesupervision of unlicensed is imperative.Through careful researches of the grassroots, as well as analyses of unlicensed operationand management situation, this paper uses the theory of government regulation, regulatoryand economic theory, and city management theory, combined with the actual situation in XXCounty, to find the existing problems in aspects from the regulatory system, system tomanpower, and thus proposes the two innovations---establishment of electronic supervisionand the establishment of multi-polarization and grid management, meanwhile, it proposessome countermeasures to solve the problem of unlicensed operation supervision from eightaspects.
