The power industry is the basic domain of the national economy, the competition of which includes lower cost, more abundant supply and higher quality of supply is involved with the competitive power of the whole national domain and in the meantime, increases the household electric appliance as well as the electronic products, for example, computer, also it's great helpful to raise the welfare standards of-people.In the run of the development of power industry around the whole world, it is in the transition period of monopoly management and marketization competition. When the power enterprise makes the policy as its own will, it will brings high monopoly profit, also poor efficiency, that determines it's necessary for the government to supervise the power industry. Our government attaches important of the development of the power industry, we set up the State Electricity Regulatory Commission in 2003 to specially supervise the power industry, in the meantime, the related pundits did a great job to research the reasonable method of supervision. The focus of this research period is on-grid price(the settlement price between electrical generation enterprise and grid management enterprise), it takes a general regard. Besides the current power market is in the transition period of setting up and form the imperfect competition, this article is established in the view of China's supervision policy for on-grid price, based on supervision theory of home and abroad as well as on-grid price supervision theory, to research the disadvantage of our current policy and table a related proposal, so as to make the power investment and construction rationalization, the benefit increase of the electrical generation enterprise, the risk decrease of gird management enterprise, as well as the less obstruction for the electrical generation enterprise to reform to marketization, also, it takes a steady development of the national economy helpful to make and execute the on-grid policy of our country. Our on-grid policy faces multiple choices, maybe this article will give advice to it.Based on the current situation of our country's power market, this article starts with the research of the background significance as well as the research of home and abroad, brings out the reason for this article and the practical value, and then takes a simple summarize of the used theories to learn from the theory method perfect for our power market and set up the theory base. Based on the supervision theory, this article firstly analyses the necessity for on-grid price supervision and the supervision method beyond noncompetitive and competitive situations, puts forward the view that not only learning from the home and abroad related supervision theory, but also the adequate method for the current situation, is good for the on-grid price supervision. On that basis, this article makes a special effort to research China's current on-grid price supervision system and policy, beyond the research of form mechanism, calculation method, current policy and the existent matter, comes up with the following point of view:our current on-grid price supervision policy facing the challenge of competition subject inchoate, power structure unreasonable, the quality not equal to the price. At last, this article comes up with the suggestion for better policy and previews the future research to prove the feasibility and effectiveness.Beyond the research to the on-grid price supervision policy, this article means that when making the policies, it's necessary to start from the trend of development and practical situation, also learn from the abroad theory and experience. Take the further reform of on-grid supervision policy, so as to change the current government setting price to market setting price. Put the power market construction first, create new way to consummate the system and policy, give more attention to the work of supervision, make the standard of on-grid to develop the power enterprise sound, realize the better use of resource.
