Since China’s accession to the WTO, the second and the third industry has obtainedthe swift and violent development, the agriculture in the national economy proportionis shrinking, but because of the total output of aquatic products grow rapidly in recentyears, fishery economy in the agricultural economy proportion is increasing. With thehigh-speed development of fishery economy and the continuous improvement offishery productivity, the main contradiction of Chinese fishery faced are produced bythe original supply to the dual constraints of resources and markets. At the same time,the fishermen face various risks on the rise, fishermen’s economic situation is notstable, thus the development of the whole fishing industry has a bad influence,therefore, to establish scientific and comprehensive risk management system hasbecome the need of modern fishery production in our country.Insurance protection system can effectively guard against risk, fishery insurance playsan important role in the development of fishery economy, but due to the fisheryinsurance itself in China started relatively late, so far it is still very weak, thedevelopment of the fishery risk management did not play its proper role. The cause ofthis situation not only has the fishery industry characteristics and the particularity ofthe fishery insurance, also includes the absence of government guidance and theabsence of insurance company, and many other factors. To establish perfect fisheryrisk management system, in the field of domestic research is almost blank. Based onthe development of fishery production and fishery insurance in China, drawing on thesuccessful experience of foreign fishery insurance, proposed our country to promotethe necessity and feasibility of establishing policy of fishery insurance system, morefully explore suitable for China’s national conditions of the policy of fishery insurancesystem.
