Study On Effects Of Industrial Transfer From The East To Shaanxi Province

Since the reform and opening up，Eastern coastal areas of China experienced rapideconomic development through actively undertaking industrial transfer from developedcountries. Along with high-speed development of economy，it’s economic is inductedby resource restrain, facing adjustment and upgrading of industrial structure. In12thFive-Year Plan, how to adjust regional economic policy was attracted by many scholars.In particular, how to make more effective transfer industry in the eastern region, and toundertake the process and results of the industry more rational optimization in thewestern region is the key issues. The industrial transfer problems become a focus again.In this case, our Country strongly support and encourage the western region toundertake the eastern industrial transfer. To benefit from the country’s westerndevelopment policy, after ten years of development, Shaanxi has the conditions toundertake the eastern industrial transfer. In this context, this paper presents the problemthat Shaanxi undertake the eastern industrial transfer.On the basis of industrial transfer related theory, this article，Shaanxi province asthe research object, analysis the basis of Shaanxi to undertake the eastern industrialtransfer. Mainly including: after evaluating the distribution of our country’s regionaleconomic gradient comprehensively by means of principal component analysis, thispaper drew the conclusion that the economy of Shaanxi province is at the lower levelof our countries; through large amounts of data, charts, Using quantitative methods analysisShaanxi undertake the eastern industrial transfer status; Then the comparison was made in thefield of funds, project, and industry of eastern industrial transfer which was taken overby Shaanxi, Sichuan and Chongqing comparatively at the same gradient. Finally theadvantages and disadvantages of Shaanxi were summed up.After analysis Shaanxi undertake the eastern industrial transfer status, this papermade a quantitative analysis on the achievement Shaanxi province got in this project.Mainly from five aspects---the economic growth effect, employment expansion effect,technology spillover effect, industrial agglomeration effect and industrial structureoptimization effect. Using correspondingly methods, including co integration analysis, regression analysis, constructing production function model, Industry static anddynamic cluster index analysis, Hoffman coefficient and industry deviation analysis.Analysis conclusions as follows:(1) Analysis found that Eastern Industrial Transfer project has played a positiverole in promoting Shaanxi’s economic growth and being favorable for Shaanxi towiden its employment channels;(2) Undertaking the eastern industrial transfer help to improve the rate oftechnological progress and hinder the Shaanxi level of technological progress inShaanxi, the main reason is to attract investment process quantity rather than quality,so the technology spillover effect is not obvious;(3) As far as this project’s concerned, Shaanxi has the industrial agglomerationeffect, but the agglomeration was seriously influenced by resource endowment. Theagglomeration industry mainly includes sporting goods manufacturing, rubbermanufacturing, plastics manufacturing, wood, bamboo, cane, palm, grassmanufacturing and black metal smelting and rolling processing industry.(4) On the whole, the deviation degree of Shaanxi industrial structure presents adeclining trend. This project has brought the positive effect on rationalizing theindustrial structure of Shaanxi in which the heavy industries has been developedrapidly but the imbalance phenomenon between the heavy industries and lightindustry was severe.Finally, aiming at the problems the project brought, this paper put forwards someadvices. With the good opportunity of develop-the-west, Shaanxi should take someactive measures to undertake the project of industrial transfer effectively, such as raisethe consciousness, grasp the key points, undertake the project scientifically, optimizethe environment of undertaking, accelerate the construction of industrial garden area,strengthen industrial supporting capacity, and so on.
