Grain food is not only one kind of commodity, but also a specialcommodity related to national safety, society stability and development. Foodsecurity is one important part of one country's economic security system. It ispaid attention not only to the developed country, but also to developingcountries. So does China because of so greatly population's country. In therecent years . the grain production all over the world including China hasdropped and the demand has exceeded the supply for consecutive recentyears resulting in the decrease of grain storage and the change of therelationship between the grain supply and demand .Affected by that the pricein domestic grain market has soared since October 2007 with limited storagein parts of the distributing areas so that the grain security has been seriouslythreatened Even though having greatly raised its overall grain productioncapacity, shaanxi Province .situated in the western interland of China with poornatural environment and unbalanced economic development , whichintensified the situation of grain security less optimistic ,and has become a newtask urgently needs to be studied and accomplished. On the basis ofsummarizing the security concept off grain and research theory , the paperapplies the theory of managerial, reviews the present situation and features ofproduction ,circulation, consumption ,and overall balance of grain the pasttwenty years, in shaanxi province. Systematically analyses the relevant factorsaffecting the grain security situation in Shaanxi Province in the view ofdevelopment , and presents Countermeasure and suggestion to ensure thegrain security in Shaanxi Province.
