Since1980s, with the rapid development of economy of Guangdong Province, theunbalanced issues of the regional development have become increasingly prominent, theimbalance is mainly manifested in two aspects: The first is that the Pearl River Delta regionface challenges of a shortage of resources and environmental bearing pressure, and whichmay lead to unsustainable development of resource and environment; the second is thatThe East and West wings and the mountainous regions in northern has a slow pace ofeconomic development, and the radiation ability of the Pearl River Delta is weak on theseregions. In order to promote the balanced development of regional conomy, GuangdongProvince introduced policies to guide industries shifted from the Pearl River Delta tothe East and West wings and Northern Guangdongnote2. Among them, an important part isthat the Pearl River Delta and and other parts of Guangdong cooperate to build theindustrial shift park. However, the non-cooperative game between local goverments andmulti conflicts of interest result in low levels of governments co-matching, and tightnessinadequate, which makes the park behind the original planning requirements, this paper willdeeply discuss local governments matching during industrial shift Park construction.First of all, the thesis describes concepts and theoretical basis of local governmentsmatching of industrial Park construction. On this basis, the paper analyzes the significanceof local governments administration in balancing development of regional economy, andindustrial clusters, and industrial upgrading, and government stakeholders andbenefit-sharing mechanisms were discussed.Secondly, the paper describes the five building models of Industrial shift Park ofGuangdong Province, and analyzed reflects of matching management of local governments,and the source of profit and loss of stakeholders, thereby reflecting problems of matchingmanagement of governments, namely, the conflicts of interest between governments, andthe public service platform is lagged, and the flowing mechanism of elements are poor, andthe non-cooperative game of competing interests. And analyzing the root of the problemfrom four aspects, namely, the coordination mechanisms of interests are poor, and thepublic service consciousness is not strong, and lacking of integrity and coordination ofregional development, and lacking of industrial viscosity and the role of government. Finally, the paper takes Huangqiao Industrial Park of Jiangsu province and SiliconValley for example, which analyzes their construction experience and summarizesenlightenments for governments matching. For inspirations at home and abroad and issuesof matching management, the paper discusses paths to improve the level of matchingmanagement for local governments in four areas, namely, coordinating the interests ofgovernments, and improving the public service platform, and strengthening the constructionof jointmanagement channel, and promoting balanced interests by game equilibrium, whichhopes it is benefit to the matching of the local governments management during theconstruction of industrial Park.
