Research On The Role Of Local Government In Linfen Park Integration

Industrial Park, the carrier of industrial development, provides arealistic possibility of poverty for the less developed regions.However, there are many problems in industrial park of under-developed area, such as low level of development, fierce competition between the park, failing to produce a cluster effect.So the integration of the industrial park is a serious problem.Linfen,is one of the less developed regions in China,whose industrial parks development have common problems of less developed regions.In this paper we focus on analysis of how local governments play a role in the integration of the industrial park in the perspective of management. On the basis of the relevant reference literature, by defining the concept and theoretical analysis,. The article mainly studies the following issues:Fen River Zone status and development problems of industrial park,causes of the integration problems and building interest coordination mechanism,etc.We find that: lack of interest of local protectionism under the coordination mechanism is the main reason that Linfen industrial park integrating exist problems. However the essential reason for lack of interest coordination mechanism is the game between local governments interests It is necessary for the less developed area industrial parkintegration to give full play to the role of local government, to change the functions of local government in governance in order to deal with the integration of involved stakeholders those relationships. The key lies in the integration of the local government to build interest coordination mechanism, a clear responsibility and rights of stakeholders to develop practical coordination procedures, improve organization and management system coordination, supporting the introduction of industrial policy, fiscal policy, investment policy and population transfer policy.In order to improve the quality of underdeveloped industrial park developed regions, the formation of industrial clusters, this paper argues in the future from the following aspects:(1) raise the ability to increase financial transfer payments for integration into the industrial park;(2) build an effective investment and financing system;(3) improve the labor transfer system,the quality of labor and preferential policies to attract talent;(4) from the region the angle of scientific planning and integration of industrial parks,promote the optimization of industrial structure rationalization and allocation of resources.Innovation of this paper is mainly reflected in: introducing governance perspective industrial park integrating research,studying the role of the government in the industrial park integration, and from the perspective of local government to promote the interests of the industrial park by building coordination mechanism integration.
