Food safety is the livelihood of the people. It is not only related to the people’s life safetyand health but also to the healthy development of economic and social harmony and stability.In recent years, although the governments at all levels invested a lot of manpower andstrengthen the supervision of food safety, the food safety situation is still grim and food safetyaccidents occur frequently, which cause public anger. Food production and processing link isthe source of the food safety. Further improving food safety regulation on the links ofproduction and processing is not only the inherent requirement for quality supervisiondepartments to perform their duties according to law, but the necessity of safeguardingpeople’s health safety and maintaining social harmony and stability. Under the background of"the double failure" for government and market regulation, public governance theory providesa new perspective for food safety regulation, which has important theoretical and practicalsignificance.As the second pillar industries of Yangjiang, food industry is still in the stage ofextensive development. With the rapid growth of the food industry in recent years, the foodindustry needs to improve the quality to meet the food security needs of the public. Lookingat Yangjiang food safety supervision on production processing link from the perspective ofpublic administration, Main problems are: the inefficient administrative regulation andmalfunction of government.in the process of food regulation; insufficient self-regulation in the food industry andmarket failures in the self regulation; lack of public participation and malfunctioned socialself management, etc. They involve both in food safety supervision and prominent problemsof Yangjiang city. According to the above problems, this paper analyzes the deep-seatedreasons for these problems. The reasons are as follows:1) Inadequate government function transformation and lagging administrative systemreform;2) External effect of food market and asymmetric information;3) Conglutination of nation and society and long-term negligence of social effect.On the theory of the public governance and the basis of their system analysis, the articletries to summarize and analyze methods and the experience of Japan, the United States andGermany developed countries on the food safety supervision. This article puts forward theenlightenment for the improvement of food safety regulation on production processing link.And on this basis, in combination with the actual situation of Yangjiang, this article particularly puts forward to perfect countermeasures and the suggestions of food safetysupervision on production processing link. Mainly includes:1) Strengthening efficiency construction of government food safety regulation andenhancing the ability of execution and credibility of government;2) Strengthening self-discipline of the food industry and standardizing the food marketorder;3) Guiding the orderly public participation in food safety regulation and developing socialself management functions.
