A Food Safety Supervision System Research That Encourages Public Participation

Food industry is the pillar industry of our national economy.However,food safety incidents are frequent at present.It seriously infringes consumers' interests,threatens national health,damages the public's social trust in China's food safety,hinders the development of the food industry,and is not conducive to economic transformation.At the same time,the growing international competition caused by the sino-us trade war has put unprecedented pressure on the domestic food market.From the perspective of economics and management,food safety incidents frequently reflect the mismatch between information supply of food enterprises and public information demand,and test the government's ability of supervision,which involves information asymmetry theory,evolutionary game theory,cost-benefit analysis,etc.Based on the actual situation,it is both hot and difficult to comprehensively analyze the information asymmetry between the supply and demand parties,carry out research by applying game theory and other methods,and build a food safety social governance system that encourages public participation.Solving the problem of information asymmetry is the foundation of food safety.Studied in this paper,from the perspective of the three main food safety governance,reveal food companies theoretically the relationship between output and food safety information disclosure quality,grasp the public the adoption intention and adoption behavior of food safety information,analysis of food safety problems the government regulation behavior,on the basis of building the trinity of food safety regulatory system,in order to reduce the information asymmetry in food market,fundamentally weaken the conditions of food safety problems.In this study,the mechanism of media's effect on food information asymmetry is analyzed to understand the current situation of food market information asymmetry.First of all,to research the food safety supervision system as the main line,incombination with reviewing the related literature,the perspective of economics to overcome in the past research focuses on the defects of the price mechanism,consider the plight of food enterprise quality of output,on the basis of general food enterprise food safety information into the traditional economic model,to make decisions within the food industry analysis.Based on the profit maximization and utility maximization hypothesis of "rational person",the equilibrium solution of quality output of food enterprises is constructed and solved,and the basic conditions for food safety information disclosure of food enterprises are determined based on the incomplete information equilibrium and complete information Nash equilibrium.Secondly,based on the perspective of management,combining with the existing technology acceptance model and information model,adopted in the study of food safety information to the public designed questionnaire 'willingness to adopt and adoption behavior study,and according to the recycling questionnaire for inspection and variable model adaptation degree,find the key factors of the cognitive mechanism of action of purchase decision in order to determine the public information,and puts forward policy Suggestions from the Angle of information demand side.Again,based on economics perspective on government regulation cost benefit analysis,at the same time consider food information disclosure of enterprise behavior and the information of the public to adopt behavior,reference of the existing basic method,cost benefit analysis for government regulation may bring economic effect and matching of regulatory costs make a comprehensive analysis,provide theoretical basis for government decision-making.Finally,on the basis of the above theoretical results,and construction of public participation in the food safety of evolutionary game model of social work,has the stability of the equilibrium in the model are given and the condition,solving the optimal yield and optimal quality principle,the introduction of media full participation,through observation before and after the change of the equilibrium and its stability,analysis of the media to reduce the mechanism of action of the food market information asymmetry,to overcome the problem of information asymmetryin food market in-depth exploration,and regulatory strategy is put forward.This research for the food quality output and information disclosure to provide decision basis,adopt intend to improve consumer food safety information,promote the actual adoption behavior,use food safety information to guide the decisions of consumers,help food safety regulatory professionals to understand the regulatory issues,it has reference significance for the top-level design of government regulation.Research conclusion can help the new economic situation,the construction of a food regulatory system of social work,strengthen the food enterprise competitiveness,promote the development of food industry,improve the participation from all walks of life,to clarify the frontiers of regulation,form a trinity "enterprise-the public-the government" and "macro,medium and micro","competition-report-supervision" supplement of public governance path,in order to further provide regulatory governance idea,provide enterprises with information public decision-making,planning for the public to participate in the governance path,has theoretical value and practical significance.
