Typical Unit Housing Inequality Study

This paper attempts to survey of a large state-owned enterprises in thenorthwest,the description of the enterprises in the country in1998and began acomprehensive requirements for housing policy reform after the cessation of thewelfare housing distribution in the housing,and further comparative analysis under themarket system.Based on first-hand data in the field investigation and the analysis oftypical market since the transformation of employee housing units for housinginequality and what changes have taken place,analysis in the planning system andmarket system of the housing and inequality.The implementation of the reformmeasures,to a large extent for state-owned enterprises to reduce the burden of workershousing,no longer dependent on housing units,workers have commercial housingproperty.The implementation of such a move seems to eliminate the inter unit housinginequality,but the people in the housing interests still exist the obvious injustice.In thehousing distribution in kind,the managers of the enterprise still has the priority right tohousing,reform largely strengthened this kind of inequality.The implementation of thesystem to increase the enterprise managers and workers’rights and benefits ofdifferent,right above the market situation also reflects the social inequality.The purpose of this study is based on a large state-owned enterprises innorthwest srea since1998reform and commercialization of housing,access to housingand the differences of workers welfare housing distribution period.In the process ofreform,because people of their social position is different and have differentinterests,different social classes have different housing quality and the benefit to thefollow-up benefit of the likely impact of doing research.And with the housing for thelatitude,understand the social stratum differentiation within the enterprise,do thefurther analysis of the system of housing related inequalities.This study is divided into five chapters.In the first chapter of housing policy thisproposed the research questions,explains the purpose and significance ofresearch,reviews and summarizes the domestic and foreign scholars on the basicviewpoints of welfare housing and housing available,then summarizes the classicaltheory of common contribution and existing problems;the second chapteer the mainconcept,there search theory and specific research methods;the third chapter introduces the status and development of the case enter,at the same time progressive describesthe occurrence and process of housing reform;what are the institutional factors in thefourth chapter,using the experience material detailed based on the planned economicsystem and market economic system typical units of housing and changes ininequality,and the use of “positional abilities”and “market power”research unithousing reform process of interest mechanism.The fifth chapter summarizes the basic conclusion,this study first,in the processof transformation from planned economy system to market economy system,thetypical unit housing policy changes and obtain housing disparities arechanged.Change from the welfare housing distribution system for thecommercialization of housing.Distribution of nature into a class differentiationphenomenon is the political rights,bureaucratic level impact,obtain more interests inthe welfare housing distribution period groups in the transition to commercializationwith less money to get a bigger,better quality housing,easily obtain largerinterests.The original interest difference in this change in policy system will widen theinequality gap;second,the typical unit of organization of the social stratumdifferentiation and the personal market capacity has become a common institutionalfactors sffecting housing inequality.
