| The development of low-carbon economy, to build a low-carbon society, and realizingthe harmonious development of the economy and the environment, is the main subject oftoday’s society. The win-win situation of economic and environment is also the warrant ofrealizing the social object "ecological civilization". As one of the four pillar industries of thenational economy, construction industry had largely stimulated local economic development,but it is also a industry with high carbon emission, so its development has affected thequality of the environment, brought great inconvenience and distress to people’s lives andhealth. With the increasingly severe environmental problems and growing economy, how toestablish an optimal link between the best economic and environmental goals is worthexploring.Coordinating to these questions, this paper evaluates the current status of the provincialconstruction industry production from the construction efficiency of this perspective. Basedon total factor efficiency theory and research purposes, this paper analyzes the efficiency ofthe construction industry from the production efficiency and carbon emissions. Consideringthe large land area of China, there is a clear regional differences of construction industry.and taking into account the realities that the current construction projects and constructioncompanies is implementing regional management, so in accordance with the provinces onthe construction industry for a regional breakdown. Also, to avoid the particularity of asingle year of production, the paper selects the2008-2012time span of the last five years toanalyze, not only to ensure the evaluation results in line with the actual situation, but also tograsp the dynamic evolution of the construction industry in recent years.In the evaluation process, firstly, this paper selected SE-DEA efficiency evaluationmethod to measure the30provincial construction industry, then to evaluate and analyze theresults of the measurement. Secondly, the results of the measurement of carbon emission byprovincial were calculated using emission coefficient in the construction industry, andRuggiero three-stage model of unwanted variables based measure of the efficiency of the construction industry carbon emissions of30provincial, and each Regional differenceswere also analyzed. Finally, using hierarchical clustering methods to classify efficientclustering for30provinces by the efficiency of construction production and carbonemission efficiency. According to the division of the five types, pointing out the currentvarious types of problems (cities, districts) existing in construction, and putting forwardtargeted recommendations for the future development. This provides a strong theoreticalguidance and support for the local construction industry’s health production, also a cleardirection for the realization of the dual economic and environmental benefits of theconstruction industry. |
