This Paper takes growth, low carbon and environmental protection as the core point of the logistics industry s development and transformation, then gives the concept of "low-carbon" technology efficiency and uses SBM directional distance function by combining sequence DEA and Meta-frontier method to inspect the "low-carbon" technology efficiency in Chinese 30 provinces from 2003 to 2009.The result shows:resource consumption and CO2 emissions are major sources of inefficiency of logistics industry, the traditional way of evaluating the efficiency, which neglects environmental constraints, brings an overestimate to the efficiency of the logistics industry, which may mislead policy recommendations; China's logistics industry's "low carbon" technical inefficiency shows a " rise-down-rise " trend, which relates to stage of development and the financial crisis;the western region's "low carbon" and traditional inefficiency level is lower than the eastern and central regions, but there is a narrow gap between the two; the level of technology gap ratio level of performance is consistent with the regional development, indicating that areas with high levels of development have better technical standards; most provinces'technology gap rate of the logistics industry rate have achieved progress, and their goal catching up with best common border technology achieves more and more; energy structure, level of environmental regulation and technological innovation are all important factors to group efficiency of important factors. In summary, China's logistics industry's transformation task of taking growth, environmental protection, and "low-carbon" as the goal of the development is rather severe. Changing extensive development model itself requires full consideration for resources, energy consumption and environmental pollution factors when assessing the logistics industry's performance.
