Along with the rapid development of economy since the21th Century, the imbalance ofregional economic development issue has become increasingly prominent—the gap betweenthe Eastern Region’s economic development and that in the Midwest Region’s is obvious.Steady Economic development is request to match the demand for the sustainable energyinvestment. Although most of the energy resources in China are mainly distributed in the west,its consumptions are mainly concentrated in the east. This also implies that the singleeconomic growth mode was not suitable for the different ways of regional energyconsumption in our country. If we don’t consider the regional differences between energyconsumption and economic development level, this will depend on energy conservation andemissions reduction, the pursuit of economic sustainable stability target will run in oppositedirections.According to the theory that the Regional economic growth and energy consumptionintensity difference, first of all, the provinces of the country’s per capita GDP data, usingcluster analysis technology will be divided into the developed areas in China from1995to2011, development areas and underdeveloped areas as the study area, then the differences oneconomic growth and energy consumption intensity differences within the region and regionalcomparison analysis, secondly in developed areas as a benchmark, three regional GDP percapita convergence model is set up; Underdeveloped areas and developed areas ofconvergence model with GDP per capita energy consumption intensity differences;Development areas and developed areas of convergence model, with a per capita GDPenergy consumption intensity differences with bidirectional fixed effect panel model toempirical test, The results show that China’s regional GDP per capita growth convergencetrend, energy consumption intensity of convergence rate than the speed of convergence in percapita GDP slightly slower, But the difference in per capita GDP underdeveloped area and developed area of each reduced1%, the difference of energy intensity is reduced by0.3225%;developing and less developed areas of the differences in GDP per person per1%reduction,the difference of energy consumption intensity is reduced to0.1657%.According to the empirical results, this paper suggests that the regional government informulating security economic growth and energy saving and emission reduction strategy,should fully consider the convergence characteristics with the economic growth of regionalenergy consumption intensity, ensure that sustained economic growth in the implementationof energy-saving emission reduction strategies.
