With the rapid development of the economy, energy has become an essential element in people's daily life.At the same time, the economic growth will have a huge of energy consumption and serious environmental pollution. In recent years, the signs of the foggy weather and air pollution warn that we have to speed up the pace of energy conservation and emission reduction. So the effective use of energy and the coordinated development of resources and environment have become a close society topic today. This paper aims to analyze and judge the influential factors of energy consumption intensity in China and use the appropriate model to analyze the changing mechanism. We hope to put forward some practical strategies of energy saving and emission reduction. At first, the article uses the "Aggregate the sum of Polynomial Multiplication"factor decomposition method for the data of 1995?2014 which include two departments and 15 kinds of energies. Then the energy consumption intensity is decomposed into seven factors which include economic structure, sector energy consumption intensity, the production sector energy structure, per capita GDP,population structure, per capita energy consumption and life sector energy structure. The addition and multiplication form of the factor decomposition method are calculated to discuss the degree of influence of the factors. The results show that industrial structure, per capita GDP,population structure and per capita energy consumption have a positive impact on the energy consumption intensity, while the sector energy consumption intensity factors have a negative effect on China's energy consumption intensity. To study the energy consumption intensity,we establish a dual random space panel Durbin model with both spatial and time specific effects use"0-1" spatial weight matrix and economic distance spatial weight matrix respectively. The data is based on economic development, industrial structure, technical level, urbanization degree and openness degree in 2005-2014.The results show that there is a strong conviction in the calculation of the economic distance weight matrix, which indicates that there is a positive spatial correlation between the regions in China and there are some cluster phenomenons like club in some areas. This study also indicates that the adjustment of industrial structure and the degree of openness not only affect the energy consumption intensity in this region, but also affect the energy consumption of adjacent areas. On the whole, the research results can provide the theoretical basis for energy conservation and emission reduction policies.lt can achieve the purpose of reduce the energy consumption intensity and gradually improve the environmental quality. The government can adopt appropriate laws and regulations to strengthen the environmental protection efforts;enterprises should vigorously introduce high-tech,to increase energy conservation investment and accelerate the development of new energy;citizens need to improve energy conservation awareness, actively respond to government policies and do supervisory work. Finally,it is important to take into account the spatial relevance of the interregional space in the formulation of the corresponding policies and achieve effective ways to promote the coordination of resources and the environment.
