Developing agricultural labor cooperation is beneficial to both China and Africa.This research has a great help for China to solve the current problem of labor surplus,as well as relieve the human-land conflict and employment pressure. Meanwhile,Africa area has rich resource but backward agricultural production and insufficientfood production in a long time. The research focus on this contradiction is helpful todevelop a new type of China-Africa strategic partnership, enhance economic and tradeexchanges, as well as service trade development.Based on the background of economic globalization and international labormarket development, from the perspective of resource and advantage complementation,with the absolute advantage and comparative advantage theory as well as new classicaleconomic theory as the foundation, the paper analyzes the complementation inagricultural production, agricultural resource and agricultural technology for Chinaand Africa. The paper argues that it’s necessary for China and Africa to cooperate onagricultural labor. It’s very feasible to expand labor export to African agriculture forChina through agricultural investment, project contracting, technical cooperation etc.After analyzing China’s labor output to foreign countries, labor output to Africa, andthe status of Africa labor output, the paper finds that main factors impede labor outputfor China and Africa at present are international political economy, its owndevelopment level etc.Aiming at these impeded factors, and combining with the text analysis, the paperrespectively proposes improvement measures, which are enhancing internationalpolitical cooperation, deeply understanding the conditions of investment area etc. fromthe aspects of the state, enterprises and individuals. Combined with China’s statusand obstacles in agricultural labor export to Africa, the paper argues that we shouldmake indirect strategies, such as project driven, joint ventures, technical cooperationetc. In current political and economic situation at home and abroad, agricultural labor cooperation between China and Africa equips a great prospect.
