With the development of economic globalization and China’s accession to the WTO, Chinese food security and world food connect each other closely, have a greater impact on the number of international grain market, also make prices changed on China’s grain market. Henan is the first big agricultural province and the first major grain-producing province, also is the core area of national food production, while cultivated land resources in Henan province is the safeguards to ensure food security. In this paper, using a comprehensive literature research methods and analytical methods, from the perspective of cultivated land change in Henan province since liberation of cultivated land and per capita cultivated land area in Henan province analysis the change rule and trend, deeply analyze the reasons of cultivated land change in Henan province and its influence, put forward to protect the cultivated land resource in Henan province, in order to ensure national food security and social stability to make a solid foundation for a long time.The thesis is divided into seven sections chapters. The first chapter is the full text of the Introduction. The second chapter discusses the world food production and the impact on food security in China, mainly elaborated from the state of the world food production and the world food crisis such two aspects.The grain market of China under the influence of the international market is more and more deep, grain number and the international market price changes to the food market in China has a larger effect. The third chapter mainly discussed is the relationship between food production and arable land, mainly from food production and its change and the cultivated land in the two aspects of irreplaceability in food production, it is concluded that the cultivated land directly affect food production, is the basis of food safety. The fourth chapter discusses the situation of rural farmland changed in Henan, mainly elaborated from Henan law changes and trends in arable land and rural farmland in Henan Province since the liberation, got a total land area of one thousand hm2Henan16550where agricultural land area of11,832one thousand hm2, accounting for71.48%of the total land area of Henan Province; unused land area of2207.1one thousand hm2, accounting for13.33%of the total land area in Henan Province. Since the liberation of arable land, shows a big fall up the process on the whole experienced. The arable land over8000.0hm2in Henan Province until2012,but obviously due to population growth, per capita arable land resources is clearly insufficient. The fifth chapter discusses the reasons for change and its impact farmland in Henan Province, explained mainly arable land changes from both the causes and effects, got four reasons, first, land ownership is unknown, the second is the low efficiency of agricultural relatively small, the third is the impact of industrialazation and urbanization, non-agricultural land to accelerate, the last one is environmental pollution severe; bring an impact in three areas, namely reduction of arable land is mostly serious, the second is the quality of arable land decreased, third one is received threatening food security. The sixth chapter mainly puts forward five Suggestions for the above problems; one is the reform of rural land ownership system, establishing modern property right system. The second is to improve the agricultural comparative benefits, third one is a sound system of land expropriation, and fourth point is the perfect management system, reducing the illegal phenomenon in the farmland changing, the fifth is to protect the environment, scientific and rational use of cultivated land resources, the last one is to improve the technical level, increasing grain production. The seven chapter is a summary of the whole paper.
