In the age of Internet of Services (IOS), collaborative applications can help localgovernment by enabling citizens alert government on disruptions. Collaborativeapplications differ from social networks, because they target event drivencommunication rather than synchronous/asynchronous interaction.The main idea of this paper is an innovative crowdsourcing for local government. Allcitizens, by in app on their smart phone, are involved in city management, where theyalert authorities on urban disruptions as holes, broken traffic lights, accidents, etc.Citizens take a picture of a disruption, and submit it. A server checks and identifiesduplicate alerts, forwards them to the appropriate official, and eventually, to theappropriate contractor. The progress of the alert is monitored, and all stakeholderscan see its status at any time. This functional profile ensures a total quality of service;for, every input is processed and tracked. A complementary project will providerelated Business Intelligence.System architecture is layered; higher level value propositions are developed for eachstakeholder, namely, the contractor who is in charge of city services, governmentofficials who manage alerts, and, of course, citizens. Each value proposition (=app)is based on a network of lower level services, that include Google map, GCM (GoogleCloud Messaging), HSV(Hue-Saturation-Value) space histogram, etc. A key point isIC (Information Content) concept semantic similarity analysis; such algorithmenables to control duplicate alerts, in combination with geo reference key. Finally, adatabase service feeds the complementary business intelligence that was developedby another thesis. Thus, the whole architecture reflects an open source strategy andthe layered shape typical to service systems.This paper discusses CSMA requirements, design analysis, implementation andtesting in detail. It focuses on urban vulnerability submission and verification incrowdsourcing system. It also analyzes the urban vulnerability similarity andintroduces system design and system implementation. At end, it describes systemtesting and detailed testing process.
