The Study On The Application Of Lean Management Mode To The Metrology Supervision In The County Bureau Of Quality And Technical Supervision Of China

After entering the new century, facing of the world situation and the profoundchanges of national circumstances, the traditional mode of the measurementsupervision system was difficult to meet the needs of the socialist marketeconomy.Implementing the lean management mode in the quality supervision bureauof the Chinese county was the need of social market economy, which will be helpfulto different aspects, such as reducing waste, decreasing the costs, improving the levelof measurement supervision system and enhancing the public’s satisfaction, finallyachieving the goal of improve people’s livelihood, accelerate China’s economic andsocial development.In this paper, literature research, empirical analysis, inductive and deductiveresearch methods will be used. It discussed in detail the basic content of leanmanagement, related theories and methods of measurement. Analysis themeasurement supervision mode and issues and state the importance of the leanmanagement mode. After studying of the lean management mode, analysis the defectsof using the lean management mode originally and put forward the improvementmeasures. On basis of that, studying about the design and application of leanmanagement mode, stating the design ideas and stage division and determining theimprovement about implementation steps of lean management mode.The conclusions were as follows:1. Lean management not only was used inmanufacturing fields, can also be used in public administration services. Especially atthe grassroots level administrative supervision department, the lean thinking canbetter play its role in guiding, helping them to lean management and providing leanservices to the public.2Just like the enterprises, the public administration also existedvarious forms of "waste" when performing its functions. Eliminating these wastes wasthe core concept of lean thinking, it was also the requirement of public administrationdepartments and meet the general requirements of national streamlining.3. Leanmanagement required the public administrations to respond immediately to changes indemand of the public, continued reduction of non-value-added activities in the process,also showed flexibility mechanisms, improved working methods, optimized themanagement model, reduced regulatory costs, improved work efficiency and public satisfaction;4. This paper studied briefly the design and application of the leanmanagement mode of the Quality Supervision Bureau. It had has some referencevalue when introducing lean management model for base departments.
