Research On The Choice And Implementation Of Lean Maintenance Strategy Of CNPC Northeast Refining&Chemical Engineering Co. Ltd

With the development of specialization and socialization in maintenance, theseparation between maintenance business and production is necessary. Afterreorganization and integration, the Northeast Refining&Chemical Engineering Co.,Ltd. became a large engineering service company with the engineering and technicalservices and maintenance management as the main business, and proposed conceptionof the construction of maintenance comprehensive service system. Facing the newmarket environment, and increasingly fierce competition between domestic andforeign engineering services and maintenance services, considering the futuredevelopment of the company, how to make a strategy which both conforms to thedevelopment requirements of enterprise and wins competitive advantage is anobjective and practical problem that the Northeast Refining&Chemical EngineeringCompany faced with.The lean maintenance strategy was proposed from the overall perspective of thedevelopment of refining maintenance enterprise in this paper. This paper combinedthe lean thinking, management theory and strategy perspective, aiming to thecharacteristics of the refining and petrochemical industry and maintenance,systematically analyzed the choice and implementation problems of lean maintenancestrategy of refining maintenance enterprise. It is a comprehensive application of leantheory, maintenance theory and strategy management in refining industry. Firstly, thelean production and related theories were researched, the lean maintenance thinkingcombined with the development requirements of maintenance management wasproposed. Secondly, the industry characteristics of Northeast Refining&ChemicalEngineering Company were analyzed from the aspects of refining equipment, refiningindustry and refining equipment maintenance. Furthermore, the development status,problems and competition situation of refining maintenance enterprise were analyzed;the overall environment situation which influences the development of NortheastRefining&Chemical Engineering Company was given. On that basis, the leanmaintenance strategy and its characteristic requirements of agility, flexibility,integration and process were presented. Moreover, the key elements of lean strategyof refining maintenance enterprise and the multi objective system which includessafety, quality and efficiency were proposed. Finally, according to the continuousimprovement idea of lean, the implementation of lean maintenance strategy wasdiscussed from the aspects of evaluation of lean strategy implementation capacity andthe optimization and control of strategy implementation.
