It is purpose for major projects credit evaluationsthat adhere to promote construction, promote optimal, promote improvement projectand promote the development of the project. In current, major project creditevaluation contribute to solute the problems that pre project lag, promoting slowly,approval without building, occupying land, wasting resources. This evaluationprovides scientific basis for gradually exploring the establishment project evaluation,project assessment, project supervision and exit mechanism. Based on the purpose,the thesis evaluates constructing the energy and chemical industry project of majorprojects in Yu Lin city2011from the point of view of a third party (for example:Development and reform commission). In order to make the evaluation results moreaccurate, this paper select support vector machine (SVM) as evaluation method. Mainwork includes the following aspects in this paper.1.As the representative of the subjective evaluation method, the paper introduces theapplication and fault of analytic hierarchy process and fuzzy comprehensiveevaluation. Then the paper analyses the subjective evaluation information damagedefects. As the representative of objective evaluation method, the paper introduces tothe application and fault of principal component analysis. Then the paper analyses thedisadvantages of lost information which the objective evaluation method has.2. After analyzing and comparing the subjective evaluation and the objectiveevaluation method method, this paper chooses SVM as the energy and chemicalindustry project evaluation methods. At the same time, this thesis introduces thedefinition, principle and application of the linear SVM, nonlinear SVM, use functionfitting SVM and multiple attribute SVM.3. The process of selecting indicators: Fist, we found related indicators from theBooks material and network resources; Second, with the finding indications, wevisited investment units and propulsion units which provide advice and opinionsabout finding constructing the energy and chemical industry project indications.And we checked the preliminary design report, feasibility study report, etc; Third,functional department which includes Bureau of land and resources, development andreform commission and social security bureau, office of energy saving and emissionreduction, environmental protection bureau, industrial and commercial bureau held ameeting to discuss finding indications. At last, we determine the index system throughcomprehensive opinion of all aspects. 4. In order to get accurate data, the design of the questionnaire and investigationobjects considered fifty two investment units and propulsion units and sevenfunctional departments. We issue and recycle questionnaire in the meeting. Allquestionnaires are effective.5. This paper introduces calculation process of multiple attribute SVM. Andintroduce the method with which choose kernel function and parameters. Finally,using the software Winsvm calculated results. According to the conclusion, the utilityvalue will be divided into three kinds of cases.
