Efficacy evaluation refers to the analysis of the influence degree of employee’s skills to its performance. At present, some enterprises still lack scientific staff performance evaluation mechanism, performance evaluation standard and actual ability level of the enterprise staff does not match with each other, the inherent contradiction restricts the healthy development of enterprises. The domestic research of effectiveness evaluation of employees of enterprises is less, but also lack of quantitative analysis. Therefore, starting from the reality of enterprises, study how to effectively evaluate the effecticacy of employees of enterprises, and further discussed from the aspect of ability how to improve the level of employee performance has important practical significance.Based on the Behavioral Event Interview and Rough Support Vector Machine (BEI-RSVM, Behavioral Event Interview and Rough Support Vector Machine) as the theoretical method, and according to the research achievements on staff performance evaluation of scholars at home and abroad, theory combined with practice, the enterprises staff performance evaluation model was constructed. On this basis, regard a certain group of China railway as the research object of empirical analysis, through behavioral event interview of the staff in the group headquarters and Beijing branch to collect the sample data, forming ability library, and input into rough support vector machine (SVM) to establish the state-owned group staff capacity dimension classification learning machine. After, regarding employees that stay in Beijing branch as review object, extend ability questionnaire, empirically analyze the influence of department staffs actual ability to effective on performance, put forward feasible suggestions on how to improve the state-owned enterprises performance level of employees.Research shows that the efficacy evaluation model based on BEI-RSVM compared with the traditional performance evaluation method is more scientific and effective, which can correct bias of the traditional performance evaluation model and the actual ability of employees. At the same time, the empirical analysis shows that the capacity dimension classification is relatively simple, the symbiosis between the ability dimensions is weaker, the classification of ability dimension elements of synergy is more complex, the employee performance is higher. On the other hand, the dimension classification is relatively complex, the dimension between the symbiotic is stronger, the classification of ability dimension elements of synergy is simpler the employee performance is lower. Therefore, can according to different employee’s ability structure to make their ability training plan, by raising the staffs comprehensive ability, simplify the ability dimension classification, reduce the symbiotic effect of ability dimension, and enhance the synergy ability effect of dimension elements to improve the performance level of employee. Besides, it can help reasonable targets making, formulating reasonable performance coaching to achieve effective performance appraisal and precise performance feedback, and forming benign circulation of performance management that based on the ability.
