China is the world’s largest producer and trader of aquatic products.China’sproduction of aquatic products reached59.08million tons in2012, ranking first in theworld for24years. China’s output of aquatic products reached3.80million tons in2012, exports value reached18.08billion dollars, ranking first in China’s agriculturalexports for13years and ranking first in world’s aquatic products exports for11years.China’s fishery has played a vital role in the world fishery. In recent years, with therapid development of economy and improvement of living standards of urban and rural residents, the residents’ aquatic products consumption has been maintained a sustainedgrowth trend. And there is a growing concern in species diversity, freshness andsecurity of the consumption of aquatic products. But due to aquatic products’ freshcharacteristics, higher requirements have been put forward on circulation, and thefactors affecting quality and safety are more complex, quality and safety problems aremore likely occur in the circulation within diverse circulation channels and circulationbodies. However, aquatic products quality and safety problems haven’t attractedenough attentions, aquatic products quality and safety incidents such as "gelatinshrimp","water shrimp" and "false cod" incidents in circulation have always occurred,so how to improve the quality and safety of aquatic products in circulation situation isstill a serious problem. Currently there are only a few researches of aquatic productsquality and safety problem in circulation, thus increasing the research of aquaticproducts quality and safety problem in circulation is not only of important theoreticalvalue, but also is helpful to further improve the circulation situation of China’s aquaticproducts and to reduce hazards arising from artificially improper control. Forconsumers, improving the quality and safety of aquatic products is helpful to protectthe health of consumers and meet the increasing consumer demand for food qualityand safety.The paper consists of three parts:The first part is a preparation of the study, including the introduction, thebackground and significance of the research, research methods and contents,researches and reviews at home and abroad are introduced. In the second chapter, somerelevant concepts of aquatic products quality and safety in circulation are described,and the basic situation of China’s aquatic products in circulation is introduced fromthree parts including circulation channels, circulation bodies, and aquatic productscirculation characteristics.The second part is the main part of the article, containing Chapter Three, Fourand Five.In the third chapter, quality and safety problem of aquatic products incirculation are analyzed from the four circulation links including source of circulation,processing, wholesale, retail, and the reasons for the existence of aquatic productsquality and safety in circulation are analyzed, including long circulation channels,complex circulation bodies, lack of government supervision and laws, and imperfectquality security systems and technical support systems. In Chapter Four, the influencing factors index system of aquatic products qualityand safety in circulation is analyzed. Factors which affect the quality and safety ofaquatic products in circulation are divided into four main factors, including economicfactors, technical factors, political and social factors, circulation bodies factors. ThenAHP model is used to make a quantitative analysis on the influencing factors of qualityand safety in circulation. Through a comprehensive evaluation and sorting, the resultshows that the organization and specialization level of circulation bodies factor is themost important factor influencing the quality and safety of aquatic products, followedby the circulation channels factor, laws and regulations factor, cold chain logisticstechnology factor and awareness of quality and safety of circulation bodies factor, andgovernment supervision factor, consumer’s food quality and safety awareness andrequirements factor, detection technology factor, policy support factor, fisherieslogistics standards factor, network information technology factor, completeness ofaquatic products circulation system and the international export standards factor.In Chapter Five, the developed countries’ experiences in the management of thequality and safety of aquatic products in circulation are summarized, which includingaquatic products quality and safety supervision organization systems, the legal systems,circulation systems and security systems.The third part is the conclusion of the paper, containing Chapter Six. Thesuggestions such as improving the organization and specialization level of circulationbodies, optimizing the circulation channels, completing laws and regulations,improving cold chain logistics technology, improving awareness of quality and safetyof circulation bodies, enhancing government supervision and policy support are beengiven so as to improve the quality and safety of aquatic products in our country. Andthen there is a discussion of future research directions.
