Study On Quality Safety Guarantee System Of Export Aquatic Products Of Zhejiang Province

In recent years, the export of aquatic products of China has obtained sustainedand stable development. The industry has maintained a large surplus of agriculturalproducts in China, has become one of the most product export competitiveness.Aquaculture, processing in the development of the national economy and improvepeople’s living standards, increase farmers’ income has played an important role. Witheconomic development and the improvement of living standards, people increasinglyfocus on the question of food safety, Quality and safety of aquatic productsdevelopment has become a major contradiction. Zhejiang Province, as big provincesof aquatic products export of China, is the main provinces of export aquatic products,which has been ranked fifth in China. If Zhejiang wants to get on the internationalmarket of export aquatic products in the future development opportunities, it need toshift from relying on comparative advantage in resources to enhance the quality andsafety and overall competitiveness of aquatic products.In this paper, on the basis of a large collection of relevant information, thecurrent problem of export aquatic products quality and safety in our country, and theunqualified conditions of export aquatic products of Zhejiang Province is analyzed.The theoretical exploration and practical work was combined effectively. Throughcontrast the effect of the current security system of aquatic products and thedeveloped countries’ advanced animal food safety guarantee system, learn from thesuccessful experience of foreign countries, and then proposed to further improve thequality and safety of aquatic products of Zhejiang for export guarantee systemsuggestions and how to further enhance the competitiveness of exporting aquaticmeasures. It has a certain reference value to further promote the healthy developmentof the export of aquatic products.The main contents of the article include: the first chapter introduces the qualitysafety guarantee system of export aquatic products’ study back ground and purpose,and the main study methods and content. The second chapter puts forward the currentproblems existing in the safety guarantee system of aquatic products. The thirdchapter surveys about the safety guarantee system of aquatic products of ZhejiangProvince. At first introduces the summary analysis the inspection unqualified situation and foreign bulletin about unqualified in recent years of the export aquatic products ofZhejiang Province. And then gives comprehensive analysis of the problems of China’sexports of aquatic products. Quality and safety reasons involving mainly drugresidues, aquaculture environmental pollution, aquaculture disease, abuse of additives,testing equipment and testing method is relatively backward, etc. In addition, the lowlevel of processing technology, lack of product diversification development,Value-added products is not high, low level of industry organizations, export market istoo concentrated, and foreign technical barriers to trade upgrade continuously alsorestricted the export of aquatic products development. Then describes China’s currentlaws and regulations, official management agencies related with the aquatic, and theanimal origin foodstuff residue monitoring system, the establishment of the HACCPsystem, and also introduced the inspection and quarantine department of exportaquatic products inspection and quarantine supervision measures. The fifth chapterintroduces the seafood safety regulatory agencies and the legal framework of thedeveloped countries such as the United States, the European Union, Japan, SouthKorea, Canada, Australia and New Zealand, and their requirements for imports ofaquatic products. Chapter IV, the construction of practical and effective export aquaticproducts quality safety guarantee system countermeasures and Suggestions are putforward, such as improve laws and regulations, improve the management system andmonitoring system, improve the food safety standards, to strengthen the constructionof quality certification system, prevent the fishery pollution, enhance the constructionof the technical trade measure, and establish a diversified social supervision system,improve the illegal cost and so on. And how to further improve the internationalcompetitiveness of export aquatic products in Zhejiang Province is presented. Onlyfurther improves the quality safety guarantee system to ensure the quality and safetyof aquatic products, we will enhance the international competitiveness of aquaticcontinuously.
