China is a great important country in aquatic products production, consumptionand exportation. The quality safety problems of aquatic products are not only related tothe healthy development of aquaculture, but closely related to the health of people.Strengthen the study for quality safety management system of the aquatic products is ofimportant and far-reaching significance. Establishing a modernized quality safetymanagement system and improving quality safety level of aquatic products, is theobjective requirement to promote the fishery modernization, to further change the modeof economic growth, adjust and optimize industrial structure, also is the reality needsto actively adapt to meet the market demand, ensure the stable sustainable and safetyseafood supply and increase the income of the farmers, is the strategic choice to speedup the development of export-oriented farming fishery enhancing our competitionability in international market of aquatic products, at the same time，is the effective wayto promote the sustainable development of agriculture fishery, which is to scientificallydevelop and make full use of the fishery resources, strengthen the ecologicalenvironment protection.The thesis applies economics and management analysis tools, analying the basicquality safety management problems of the aquatic products. It demonstrates publicproduct attributes of the aquatic products’ quality safety,clearifies the government’ mainresponsibility in aquatic products’ quality safety management. It analyzes the motivesof producers and consumers to supply the aquatic products’ quality safety with Publicchoice theory, and through the system managemengt theory, organization theory, andbinary system structure theory, established the theoretical basis for establishing aregionalization of comprehensive aquatic products’ quality safety system.The thesis reviews the historical trends of quality safety management of aquaticproducts systematacially, case-analysed some quality safety public events of aquaticproducts with greater social influence in recent years.It horizontally comparedinternational experience of quality safety management of the aquatic products,systematacially analyzing quality safety management system of aquatic products insome developed countries such as the United States, the European Union, Japan, SouthKorea, Canada. The thesis located the study key on the economic analysis in theexisting problems of aquatic products’ quality safety as public products, discusing theresponsibilities of the government’ supervision. It pointed out that the food qualitysafety problems including aquatic products’, largely because of the social inequality,insufficiency of low-income people’s consumption ability, and social binary systemstructure, which led to the phenomenon of “inferior drive good quality” existing infood market. It claims that the core of the reform of quality safety management system layed in strengthening safety risk control on each links in the production of aquaticproducts and the coordination and cooperation between every administrativedepartments.The thesis puts forward that it should establish a new mode of aquatic products’quality security management which effectively integrated all elements of each link ofaquatic products’ supply chain and stakeholders. The main paths are: establishing aquality safety supervision system of aquatic products with unified management,division of responsibilities, coordinated operation; Improving food safety level ofscience and technology, setting up food safety support system of science andtechnology; Perfecting our country’s accreditation system and market access system ofaquatic product; Setting up and perfecting the emergency response mechanism;Establishing unified coordination system of laws and regulations; Improving theeffectiveness of regulatory organization, improving low-income people’s consumptionability and self-discipline.According to the current actual quality safety management of aquatic products, thethesis puts forward the idea that establishing the regional comprehensive quality safetymanagement system of aquatic product. Main thoughts are establishing thecomprehensively efficient quality safety management system of aquatic products,which includes comprehensive management institutions, policies and regulationscontrol systems, promoting construction of standardized production base, perfectingpropaganda training system, Optimizing the quality safety control system of aquaticproducts with the main flow of monitoring, warning, deviation and evaluation, settingup and perfecting quality safe protecting system of aquatic products and quality safetyrisk information system, major emergency control system; Strengthing two key links ofchemical inputs control and quality safety information traceability.
