In "Twelfth Five Year Plan" period, Zhejiang proposed to the development ofsmall and medium enterprises "financial services center" and "the folk investmentmanagement center" and set up three complementary financial agglomeration andradiation zone. Building a financial services center of small and medium enterprisesnationwide, it can create new momentum for the Zhejiang economy.This paper systematically analyzes the theory of industrial clusters, thetheoretical basis of the relationship between SME financial services center, as well asthe function and role of industrial clusters and SME financial services center andestablish evaluation index system of the competitiveness combined with the financialcenter competitiveness evaluation method. Indicator system is divided into three areasincluding SME development of industrial clusters, the development of small andmedium financial institutions and financial ecological environment. This indicatorsystem systematically and completely reflect the perspective of SMECompetitiveness clusters financial services center. Based on the analysis of thecurrent situation of the development of financial services in Zhejiang small andmedium-sized enterprise, selected eleven Zhejiang area as the research object, usingprincipal component analysis to evaluate the competitiveness of financial services forsmall and medium enterprises, and selected Hangzhou, Ningbo, Wenzhou to compare.At last we put forward the countermeasures to enhance the competitiveness ofZhejiang small and medium-sized enterprise financial services center.
