Since we have followed the policy of reform and opening for more than30years, oriented-exportstrategy is always promoting the China’s energy industry and China’s rapid economy development. Atthe same time of China’s high-speed export growth, China’s energy consumption is also increasingrapidly."High export, high energy consumption, low output" have become the importantcharacteristics of manufacturing exports trade. At present, China has become the world’s biggestenergy producer, forming the comprehensive energy supply system of the coal, the electricity, the oil,the natural gas, and the renewable energy. In addition, in quite a long period of time, coal, petroleumand other fossil energy will still be the main body of energy supply, China is no exception.The rapid development of manufacturing export trade has also benefited a lot from a series ofenergy subsidies policy support. Energy subsidy policy not only affects the energy supply and theenergy demand, but also impacts on energy consumption of the manufacturing export trade sector. Itis essential for energy subsidy policy reform to insure energy security and sustainable economicdevelopment. Meanwhile, the fossil energy gets too much subsidies in China. Therefore, how tofurther promote the reform of energy subsidies policy, which is of great importance for thetransformation of the mode of manufacturing export trade and the building of resource-saving andenvironment-friendly society.Due to the lack of per capita energy, China should shift manufacturing export trade way.Different manufacturing export trade sectors, based on energy consumption intensity, shouldimplement the different targeted measures-encourage low energy consumption sectors or restrict highenergy consumption sectors, so as to the realization of the sustainable economy development. First ofall, based on China’s export competitiveness index ECI and trade competitive index TC, werespectively make comparative analysis of eastern, central, western and northeast regions exportcompetitiveness advantages and disadvantages and the change trend of manufacturing departments.Secondly, take use of the input-output analysis method to calculate completely energy intensity andenergy net exports of the manufacturing department. Finally, apply unlike the related regressionanalysis SUR method to discuss the method of improving manufacturing export competitiveness fromthe view point of energy subsidy policy reform, and talk about research conclusions and policysuggestions of some practical significance.
