With the rapid development of economy and the expansion of urbanization, Problemsabout Agriculture，Rural areas and Peasantry have been put on the stage of history. Whenit comes to the main constraints about the development of economy and urba nization, thescarce of land resources and issues resulting from land requisition are dominant overothers. Governments across the whole country have developed variety of policies andregulations to improve the living conditions of landless peasants in order to protectpeasants’legal right from being invaded during land requisition.However, there are large numbers of landless peasants as a result of imperfectcompensation system of land requisition, high speed of economic development and largescale of land requisition in suburb area. While landless peasants have low educationdegree and no access to information resources, which make peasants get lesscompensation during land value increment and threat their survival rights andinterests.Recent years, urban economic development gets large scale of land used whichcaused lots of peasants in suburb area lose their land security.Further more, thecompensation which landless peasants who get discrimination when they want to beemployed in city,have no old-age security and numbers of constraints forchildren’education get can’t afford for thei essential needs.The answer to how do weunderstand survival rights of landless peasants and which land co mpensation systemshould we adopt during land requisition are directly related to weather we make peasantsowner of property or nothing but wage earner.But our current compensation of landrequisition is still in accordance with the original proportions regardless of economicdevelopment and long-term benefits of land.It is unreasonable to continue to use oldcompensation system due to land value increment rate far exceeds the original marketvalue.With the change of market economy, land requisition compensation system alsoneed...
