In February,2012, the Chinese Social Science Institute issued the International UrbanBlue Book, saying that China has become “the urbanization” country, and the Chinaurbanization rate is expected to reach55%in2020. According to "Nation Landutilization Overall plan Summary", the occupied arable land will surpass54,500,000Chinese acres during the year2000and2030, which means that land-expropriatedpeasants will increase continuously. It is estimated that the number ofland-expropriated peasants in our country will surpass110,000,000in2030. How tosmooth the land-expropriated peasants’ transition, and help them enjoy the advantagebrought by urbanization are the most urgent questions in front of us. The specialsocial security system for land-expropriated peasants is urgently needed to beestablished.Though people all over the country are trying hard to set up social insurance policesto protect the rights of land-expropriated peasants, we have to notice that the insuresfor and-expropriated peasant is far from enough.On the other hand, there are so many news reports about land-expropriated peasants,while very few specialized research on this subject. And when we take a close look atthe relevant working papers, we will find most of them are standing on thegovernment’s role, and analyzing with second-hand data. In summary, research aboutthis topic is neither comprehensive nor specific.By conducting questionnaire and interviews to the land-expropriated peasants&relevant government departments in Zhoukou, Henan province, this paper analyzedthe current social security policies from the senders and receivers’ prospective, whichprovided a constructive reference to the local government’s reform.
