| Iron and steel industry is the basic industry of the national economy,which plays animportant role in China’s economic development process.Therefore, the level ofefficiency of the steel industry, is affecting the development of other industrieslargely.China’s steel industry has made a significant development since1949, butthere are many problems, including: high energy consumption, heavy pollution andlow product positioning, technological innovation ability is not strong, industryconcentration is not high, and serious overcapacity.This paper on the basis of reviewing the development history of China’s iron andsteel industry and summarizing the main issues exist in China’s steel industry,researched the effectiveness and efficiency of China’s iron and steel industry factorsthrough the model by DEA-Malmquist Index and DEA-Tobit regression model,mainly on the the following conclusions: first, the technical efficiency of China’s ironand steel industry as a whole is not high and technological progress develops slowly,but there is a large gap between the enterprises; second, there is the most need toimprove the technical level and management level, to improve capital utilization; third,the education level of employees or the level of technological efficiency of enterpriseimpacts on the steel industry significantly, and management factors are increasinglyaffecting the efficiency of the iron and steel enterprises. Finally, based on conclusionsof this study, give policy recommendations for the development of China’s steelindustry.The main innovation is reflected on the research method and the selected variables inthis article. This article will combine DEA-Malmquist methods with DEA-Tobitmethod to form a complete scientific research system, which can be used to study theindustrial efficiency and other issues. The selecting of variables have some innovationin the Tobit model, because it can better study related issues on the efficiencyfactors. |
