The iron and steel industry is the basic industry of national economic development,have made great contribution to the industrialization of the country. At present, affected by the domestic and international environment, China's iron and steel industry is currently facing multiple challenges: overcapacity contradictions and high added value products and product structure is not reasonable, and the developed countries compared to industrial concentrated degree is not high, resources and energy use rate is low, serious environmental pollution and other issues, these problems seriously restricts the future sustainable development of iron and steel enterprises in China. This paper is based on the eco-efficiency of the iron and steel enterprises, the Hebei iron and Steel Co. enterprises as the main research object, using the DEA multi-model on the 2000 ~ 2014 years of eco-efficiency evaluation study. The results show that: Hebei iron and Steel Co. enterprises in a higher level of development in terms of the overall ecological efficiency, with strong strength in the ecological technology research and development, product innovation, and other aspects of the application of environmental protection facilities, but the scale efficiency in a certain extent restricts the degree of contribution to the realization of the overall ecological efficiency and pure technical efficiency in general the efficiency gradually decreased; secondly, the evaluation of the BCC model and the super efficiency model, Hebei iron and steel and selected 12 domestic key steel enterprises in 2012 ~ 2014eco-efficiency comparison of the Baosteel, Panzhihua vanadium and Liuzhou Iron and Steel shares, Hebei iron and steel enterprises in the 4 aspects of the ecological efficiency of3 to an average of DEA, the relative efficiency of input and output, and also have the different degree of the resources in the invalid in the iron and steel enterprises Emissions of waste and pollutants; super efficiency analysis, Baosteel eco-efficiency ranked first,followed by Hebei iron and steel, Hebei steel in the same type of enterprises, enterprises belonging to the ecological situation better; finally, this paper further studied the external factors influence on the iron and steel enterprise input-output efficiency, two step by DEA combined with Tobit the factors of technological innovation, the technical equipment level,management innovation, government support and enterprise scale regression analysis, the ecological efficiency value is positively correlated with the enterprise technology innovation, improve the level of enterprise management innovation can significantly improve the level of ecological efficiency of enterprises, improve the enterprise scale foreco efficiency is also significant effect.In this paper, the ecological efficiency and DEA multi-model and Tobit method are combined to use, in order to solve the specific problems of several proposed corresponding countermeasures, to provide reference for managers or government personnel.
