The Research On The Government To Support The Development Of Small And Medium-sized Enterprises

Small business and micro-enterprises occupies an important position in China’snational economy and social development. Promote the development of small andmedium-sized enterprises are the essential to keep the national economy developmentsteady and rapid,this relates to our people’s livelihood and social stability. In recentyears, small and medium enterprises grow fast, especially small and micro enterprises.As of the end of2012,the number of small and micro-enterprises is over9million,those businesses has great contribution to the growth of our national economy. How tosupport the development of small and micro-enterprises, in order to better serve theeconomic construction is a common problem that every country needs to face. Weshould see the difficulties that the current development of small and micro enterprisesare facing have both internal and external factors, not only historical issues, but alsonew problems encountered in the development process. In order to complete thesupport policies to the small and micro-enterprise, on the one hand, we should fullyobey the rule of market economy; on the other hand, government departments need tomake policies to support is also inevitable. In this paper, I elaborate the basic contentof the government and enterprise, analyze the current problems of small andmicro-enterprises in our country. Through the analysis of quantity, quality and presentstatus to the small and micro-enterprises, we can see the problems exists in followingthree aspects: fuzzy evaluation; shortage of funds and poor financing ability; bad softenvironment. The main reason is: policies and regulations are incomplete; intensity offinancial aid to small and micro-enterprises is weak; lack of government control andthe competitiveness of small business is poor. The policy make under the currentcircumstance should follow the general principles and should be combined with theactual situation of their own, absorb the successful experience from domestic andoverseas and relate it to the national situation and particularity of small business. Thispaper gives suggestions on the basis of government policy to support small business: first, improve the legal system, define small and micro-enterprises scientifically, andformulate new policies and regulations. Second, broaden the financing methods forsmall and micro-enterprises; improve the service system of small and micro-enterprises,administrate by law, and create a suitable social environment for their development.Third, accelerate the transformation of small business its own. Only in this way cangradually improve the market environment, change the disadvantages ofmicro-enterprise development.In order to make the whole economy environment remain competitive and full ofenergy, we should help small and micro-enterprises avoid weaknesses and graduallymove towards prosperity. Finally, we can achieve domestic economy healthy, rapidlydevelop and stable.
