Analysis On The Influential Factors Of Local Government’s Scientific And Technological Investment On Private Enterprises

As the power and source of economic society development, science and technologyinnovation becomes the basis of enterprise development as well. Recently,departments all over the government pay more and more attention to technologicalsubjects, making effect to investing in science and technology innovation insuccession, which also become top issues around domestic and foreign academicworld. Basing on the Smith Process Model, this study does research on the influencefactors, which emerge when the government invests the science and technology intothe private enterprises. It also studies the enterprises of Quanzhou in Fujian province,in order to further study the relationship between influence factors of science andtechnology invest and science and technology invest distributed by local governmentby means of questionnaires. The study can be concluded by the following parts:On the one hand, in this thesis, descriptive statistical analysis come to a conclusionthat when local government invest in private enterprises, the enterprises get less in theparts of science and technological base construction, talents cultivation, taxpreference policies. Besides, compare to other influence factors of science andtechnology invest what local government invests to private enterprises, policy factorand environmental factor get lower scores relatively.On the other hand, by means of factor analysis and regression analysis, this thesisshows that political factor, executive organ factor and environmental factor havedirect and positive impact on what local government invest in the private enterprises.Last but not least, on the target group issue, sample dates indicate that the ownfactors of private enterprises pay negative impact on what local government invest inscience and technology, and the impact coefficient turns out to be-0.089. The thesisindicate that this phenomenon is led by crowding effect on what the own science andtechnology invest of private enterprises impact on local government invest on scienceand technology.In a conclusion, this thesis firstly argue that in order to complete science andtechnology invest by local government, there should be a tendency and focus. Firstly, optimization of science and technology policy drafting is the basis, while enlargingthe publicity and enforcement by government departments is the indemnification.Secondly, the environmental factors are mainly affected by local policies drafted bygovernment, which can be look as government control factors. Private enterprisespossess rather an impact themselves, however, the impact coefficient turns out to below relatively. In a word, the development of science and technology invest by localgovernment is still in primary level, being accompanied by quite a lot of issues,which badly ask for dual effects by local government and private enterprises, leadingto a goal of completing science and technology investment together.
