At present, we are facing unprecedented high-speed economic growth on the background of knowledge. The knowledge, as the value of the productive forces, plays more and more important role. Consequently, high-tech industry as a pillar of economic growth becomes more and more prominent, so does the decisive role of the scientific and technical personnel. It's known that the high-tech industries have the rapid renewal of knowledge, the complex means of production, the high technical demands and strong dependence on the scientific and technical personnel. In this case, the efficiency and innovation of the scientific and technical personnel are the core competitiveness of enterprises and the power of the development of enterprises. In order to gain better returns, it is important to guide effectively the scientific and technical personnel to make new knowledge, new technology and capital transform into new products and new services. However, the strategy for the scientific and technical personnel is placed in a more important position now.As the driving force of the development of society and enterprises, the scientific and technical personnel are the main factor of gaining sustainable competitive advantage. The importance is as follows. First, it is the value of the validity. The scientific and technical personnel, especially high-tech scientific and technical personnel have the required knowledge and technological innovation. As the source of corporate profits, the knowledge and technological innovation has a very high potency. Second, it is the scarcity of resources. Through long-term study and high-tech practice, the scientific and technical personnel push the development of enterprises. In addition, the knowledge structure consisting of these experiences and skills is in a certain degree of difficulty and complexity. It is difficult to get in the general labor market, resulting in bottlenecks of high-tech personnel. It is the limited nature of the supply and demand between the relative infinity contradictions. Accordingly, it is more intense in the competition on the high-tech talent. Third, it is difficultly imitative. The innovation knowledge, owned by an individual expertise, must be attached to the talents. Therefore, it is of a certain degree of difficulty on the inter-enterprise communication and exchange.The scientific and technical personnel are the most important enterprise resource for the sustainable development of enterprises. However, they have to face career choice an important issue in the process of growth and development. It is crucial to rationally guide them in career choice. This paper reviews the research on career choices of the scientific and technical personnel at home and abroad and introduces the meaning, that is, they are professional scientific staff and field technicians engaged in scientific research, technological development, as well as the use of the existing scientific knowledge and technology to address technical issues in construction of production. Consequently, this paper analyzes the personality characteristics, demand characteristics, and labor characteristics of the scientific and technical personnel to recognize the problem in the management. On the basis, this paper analyzes the relevant factors analytical career choices affecting the scientific and technical personnel mainly from personal factors, work factors and work environment. On personal factors, we work from personal achievement motivation and personal characteristics. While on the work factors, we analyze from the nature of the work as well as the work of achievement in research. On working environment, work mainly from the direct working environment including the relationship between colleagues and the management style and indirect working environment. Through the analysis of these three main factors, we investigate the scientific and technological personnel in the form of questionnaires in Shandong province. According to the data we obtained, we establish the statistical model of the factors influencing the scientific and technological personnel and carry out analysis by analytic hierarchy process. Striving to make research results more instructive, we put forward to suggestions to guide the recommendations of career choices for enterprises and the scientific and technical personnel.According to the research, it can promote the regular and harmonize development of enterprises in Shandong Province, coordinated the enterprises'rational management structures and patterns, guide career choices for the scientific and technical personnel. It provides the impetus for the common development and decision-making for corporate.
