With power demand growing in china, China’s investment for construction of hydropower projects is continuously increasing, and more and more construction enterprises enter into hydropower market. So it is very necessary and important to improve project management and reduce the construction cost by means of cost control.Irreversibility of construction of small and middle scale hydropower projects, complexity of construction, management factors, diversity of the new hydropower construction market and diversification of construction management, which all bring opportunities and challenges to cost control. It is an urgent problem to be solved that combining the characteristics of small and middle scale hydropower construction projects, establishing effective cost control system and method and controlling cost reasonably given that the quality duration assured.In this paper current situation of hydropower project at home and abroad is described. From the side of construction party, by further analyzing the concept and general principles of cost control is elaborated and basic procedures and control measures stated.In this paper, by analyzing actual engineering example, it is proposed strongly that in the current market system and macroeconomic control situation, small and middle hydropower units (project construction unit) shall take measures as follows: impenetrate idea of cost control throughout the entire life cycle of project construction; improve all staff’s awareness of cost and let responsibility shouldered by anyone; advanced cost control measures shall be taken, construction measures optimized initiatively and cost reduced by importing new material, new workmanship and new technology; by improving contract management system, strengthen cost control of subcontract, variation negotiation management and claim management. About project capital use, relative system shall be improved, tender mechanism of material procurement and equipment hire introduced and excitation mechanism combining responsibility and power built to apply cost control in construction.On account of author’s research restriction, quantized model is not built for construction cost control measures. by the way, measures mentioned in this paper are suitable for small and middle scale hydropower projects, which are just of some reference significance for the construction cost control of large scale hydropower projects.
