After the economic crisis, many enterprises were restricted from developingunder the influence of capital and scale. Managers became focus on the expense andpush strict control to reduce the outlay of company. Meanwhile it can improve theresilience ability when enterprise comes across a serious crisis. From the long run, tooptimize process, complete system and strengthen management and control will bemanagers’ priority to reduce enterprise’s operating cost.Business process is a series of activities of enterprise that should be released tostaff of different positions in order to achieve the enterprise’s value and goals. Itsupports the running of the business operation. Business Process Reengineering putsbusiness process in radical thinking and complete innovation to do transformationchange to organizational structure and business process. But not only simplemodification, delete, predigest and adjustment. Business process optimization is anindispensable part of BPR. After deep practice and exploration, people found thatimproving step by step based on existed process can do a better job than completelyrenew. Thus it is favored by managers to maintain the competitive advantages bydeveloping, perfecting, optimizing business processes. Financial reimbursementprocess is a key part in capital flows. Implementation of business processoptimization enables enterprises to improve management efficiency, enhance thereliability of business processes, reduce costs, improve staff morale, get lessbureaucratic and better financial control.As the world’s top500enterprises, M has relatively good management controlprocesses and systems. But it also needs optimization and improvement in financialreimbursement process. According to problems in the process of financialreimbursement and its information system status, this thesis proposes the introductionof two management tools: the M card and Shanglvtong. Meanwhile, measures likeimplementation of effective budget management and optimizing the enterprise’sinformation system are also proposed. They are all based on BPR, Internal Controland Refined Management theory. These measures helped to improve the managementefficiency of financial and department heads, streamline workflow and enhance theinternal controls. The optimized new process enables enterprise, managers, employees tripartite benefit from it and it is of great significance to promote the business sustainable and healthy development.
