The Application Research On Performance Excellence Model Implemented By CMC

Performance Excellence Model has become an effective method for organization to enhance core-competitiveness and Comprehensive management performance. In addition, due to its Scientificity、 adaptability and effectiveness, it has been used by many countries and become a real international standard.In China, the promulgation of 《Evaluation criteria for Performance Excellence》 in2004had greatly promoted the the learning and application of Performance Excellence Model. This article aims to study the application of Performance Excellence Model in certification body, explore a method to enhance the quality management level and core-competitiveness for certification body via its successful experience in enterprises.This article firstly researched the basic principle;structure and and their relationship of Performance Excellence Model, analyzed the research status in China and abroad, and the influence to certification body by Implementing Performance Excellence Model. Taking the Implementation of Performance Excellence Model to CMC as empirical analysis, this article analyzed the improvement that CMC should make in the implementation by diagnosing the CMC quality management system. There were7implementation methods researched:CMC’s structuring the leader governance and strengthening social accountability management system; Structuring the Strategic management system; Structuring the Customers’Demand Management system; Structuring the staff’s Demand management system; Structuring the Process Effectiveness Strengthening management system; Structuring the fact based index system; Structuring continuous improvement system. This article established the Performance Excellence Model which was suitable to certification body, analyzed some problems appeared in the implementation, and proposed some suggestions to the implementation of Performance Excellence Model to CMC.The innovation point of this article was that there was no previous case of the implementation of Performance Excellence Model to certification body. The conformity assessment system in certification body was combined into this research, especially, the organization management、social accountability、customer and market segmentation、establishment of customer relationship and measurement of customer Satisfaction were detailed analyzed, which greatly made up certification body’s weakness in business and management and enhanced the certification body’s core-competitiveness.This article believed that by implementing the Performance Excellence Model, CMC will enhance the management maturity and market competitiveness, and finally arrived excellence. Meanwhile, the study was not only a guidance to CMC, but a reference for other certification bodies to implement the Performance Excellence Model, to improve the performance and competitiveness, to strive for excellence.
